The thing about Boehner is that you can't beat someone with no one. The House GOP caucus is a festering pit of nobodies, also-rans, and lobbyists in training. There's no candidate who could unite them and dump the leadership (which includes McCarthy and Scalise). So Boehner wins despite not doing anything.
